The new library is right next to the C Block (aka FD-I). So, if you were facing the C Block, you would see the workshop on one side and the new library on the other. Oh! and there's a road between the library and C Block that leads to the Lecture Theatre Complex (LTC).

It was pure wilderness(!) to the left of C block before !
That sounds like the road that leads into CEERI. Is that behemoth still around ?
